The Below Poverty Line (BPL) campaign

In 2002, a government survey identified the families ‘Below Poverty Line’ (BPL) using a survey with 13 questions. Shockingly, not a single question dealt with family income! The census report revealed many irregularities. For example, 17,36,200 families were identified as BPL, a number 3,61,360 less than the 1997 census. Also, findings across districts were also totally disproportionate. In the district of Chittorgarh, 77,111 families lost access to facilities such as ration cards, housing schemes and health cards, which they were using for several years.

The BPL campaign led by the people of Chittorgarh with help from Khetihar Khaan Mazdoor Sangathan (KKMS), Prayas and LSS have been asking for 1) The survey to be made available to the ward sabhas for identification of poor families after deleting ill-designed questions; 2) All the Bheel families from the Chittaurgarh, Kota, Boondhi, Bilwada, Rajasmand districts be awarded the Antyoday status.
